भारतीय जनता पार्टी ने बसपा सरकार को जनस्वास्थ्य के मोर्चे पर नाकाम बताते हुए कहा कि प्रदेश में सरकारी अस्पतालों के गेट पर हो रहे प्रसव राज्य की महिला मुख्यमंत्री के लिए कलंक है। प्रदेश प्रवक्ता विजय बहादुर पाठक ने कहा कि सरकार शिक्षा, सुरक्षा व स्वास्थ्य के मुद्दे पर पूरी तरह विफल रही है।
पार्टी मुख्यालय पर पत्रकारों से बातचीत करते हुए प्रदेश प्रवक्ता विजय बहादुर पाठक ने कहा कि स्वास्थ्य विभाग में फैले भ्रष्टाचार के कारण ही बाराबंकी और अम्बेडकरनगर में सरकारी अस्पतालों के बाहर महिलाओं को अपने बच्चों को जन्म देना पड़ा। पिछले दिनों राजधानी लखनऊ और फर्रूखाबाद में भी इस तरह की घटनाएं सामने आई। सरकार की लापरवाही के कारण इस तरह की घटनाएं बढ़ती गई जबकि बाराबंकी जिले में ही जननी सुरक्षा योजना की धनराशि हड़पने के लिए सैकड़ों बच्चों का जन्म कागजों पर करा दिए जाने का मामला सामने आने के बाद भी विभागीय मंत्री ने कोई कार्रवाई करने के बजाय चुप्पी साध ली।
उन्होंने आरोप लगाया कि प्रदेश में जननी सुरक्षा योजना के पैसे में लगभग 50प्रतिशत की बंदरबाॅंट हो रही है। बाराबंकी व अम्बेडकरनगर में अस्पताल के बाहर प्रसव के लिए जिम्मेदार चिकित्साधिकारियों एवं सीएमओ को निलम्बित करने तथा प्रदेश में जननी सुरक्षा योजना के नाम पर आवंटित धनराशि की बंदरबांट में किए जा रहे घोटालों की निष्पक्ष जांच की मांग की।
श्री पाठक ने बताया कि उ0प्र0 में मातृ मृत्यु दर देश में सबसे अधिक है। देश में जहां यह औसत 327 का है वहीं उ0प्र0 में 539 है। एक महिला मुख्यमंत्री के शासनकाल में महिलाओं के स्वास्थ्य से हो रहा खिलवाड़ न केवल चिन्तनीय बल्कि शर्मनाक है।
उन्होंने कहा कि सत्तारूढ़ दल बसपा ने स्वास्थ्य महकमे को कमाई का जरिया बना लिया है इसीलिए स्वास्थ्य सुविधाओं के नाम पर बड़े-बड़े घोटालों को अंजाम दिया जा रहा है। प्रदेश में महिलाओं के स्वास्थ्य के लिए चल रही तमाम सरकारी योजनाओं के बावजूद प्रसव पीड़ित महिलाओं एवं नवजात शिशुओं की समुचित इलाज के अभाव में हो रही मौतों के लिए राज्य सरकार को जिम्मेदार ठहराया। बसपा सरकार के गठन के बाद से ही उत्तर प्रदेश में कुपोषण एवं समुचित इलाज न मिलने से नवजात शिशुओं की मौत की दर में लगातार वृद्धि हुई है।
श्री पाठक ने कहा कि जनता को शिक्षा, सुरक्षा व बेहतर स्वास्थ्य सेवाएं उपलब्ध कराना राज्य सरकार की जिम्मेदारी होती है। लेकिन प्रदेश सरकार इन तीनों ही मोर्चो पर विफल रही है। उन्होंने कहा कि राज्य में सत्ता की बागडोर संभालते ही बसपा प्रमुख ने स्वास्थ्य महकमें को आय के स्रोत के रूप में देखा। जिसके परिणामस्वरूप स्वास्थ्य विभाग में भ्रष्टाचार दिनों दिन बढ़ता चला गया।

भारतीय जनता पार्टी ने इस घटना को प्रदेश में बढ़ रही महिला अत्याचार, उत्पीड़न, बलात्कार जैसे अप्रिय घटनाओं के लिए उ0प्र0 सरकार को जिम्मेदार ठहराया है। भाजपा प्रदेश प्रवक्ता विजय बहादुर पाठक ने कहा कि प्रदेश में अपराधियों के हौसले बुलन्द हैं। आए दिन अवयस्क बालिकाओं के साथ दुराचार की घटनाएं घटित हो रही हैं। भाजपा इन घटनाओं की घोर निन्दा करते हुए इन घटनाओं से संबंधित लोगों के विरूद्ध कठोर कार्रवाई की मांग की हैं।
श्री पाठक ने जनपद के इलाहाबाद थाना उतरां के रनियादीह गांव की 14 वर्षीय दलित बालिका के साथ सामुहिक बलात्कार की जानकारी देते हुए बताया कि शिवप्रसाद भारतीया की लड़की जो कक्षा-9 की छात्रा है को दिनांक 9 अगस्त को स्कूल जाते समय कुछ लड़कों ने बुलेरो गाड़ी से उठा लिया। सामूहिक बलात्कार के बाद उसे सड़क पर छोड़ दिया गया। इस घटना से स्थानीय लोगों में आक्रोश है। श्री पाठक ने इस घटना से संबंधित अभियुक्तों की गिरफ्तारी की मांग की है।  भाजपा के स्थानीय कार्यकर्ताओं ने इस घटना के विरोध में अपराधियों की गिरफ्तारी की मांग को लेकर सिविल लाइन के सुभाष चन्द्र बोस प्रतिमा पर धरना दिया।

Four-day International Festival of History and Civics ‘Reflections-2011′ organized by City Montessori School, Rajendra Nagar (Campus III) ceremoniously inaugurated today at CMS Kanpur Road auditorium. The inaugural function was resplendent with music and creative abilities of students which poured out through songs and dances based on promoting the spirit of Unity in Diversity and need for a peaceful world. The programme began with an All Religion and World Peace Prayer which was followed by a mock World Parliament in which children dressed in different countries and discussed global problems and their peaceful solutions. On this occasion, the teams belonging to Sri Lanka, Nepal and various states of India introduced themselves in a very interesting way that caught the attraction of audience. Earlier, the Chief Guest, Mr Ramveer Upadhyay, Power Minister, UP, inaugurated the festival ceremoniously by lighting the lamp.
Speaking on the occasion, the Chief Guest, Mr Ramveer Upadhyay, Power Minister, UP, appraised CMS highly and said that the knowledge of history and civics will take the younger generation towards the path of World Unity. He said that this international festival is going to give a common platform to the students of various countries which will develop a bond of fraternity, love, tolerance and brotherhood among themselves and these children will become world citizens when grown up. Mr Upadhyay said that today in this materialistic world the children only aspire for Science, Technology and Maths as these subjects fetch high salaries to them  and they are leaving their culture and tradition miles behind. He emphatically said that we must acquaint our children with the history, so that they do not repeat their bygone mistakes and grow among themselves the feelings of mutual understating and cooperation. He said that the children of modern generation must not only know their rights rather they should be aware of their duties also to bring prosperity in their nations and the world.
Earlier, in the afternoon session, the teams of Sri Lanka, Nepal and various states of India arrived here to participate in ‘Reflections-2011′ met with the media at a press conference and opened their hearts to present their thoughts. Talking to the media, the students of Richmond College, Gale, Sri Lanka said that they have come here bearing great hopes. They will become acquainted with the cultures and traditions from each other besides showing their skills through various healthy contests. The students of Giggles International School, Gothatuwa, Sri Lanka said that coming to India has fulfilled their long cherished dream and provided them with golden opportunity to understand music, dance, language and culture. They stated that India is the biggest republican country in the world and has always guided and inspired the world in the times of adversity. Students from Maria’s Public School, Guwahati, Assam, showed great enthusiasm to participate in this international festival. These students said that besides participating in the contest, they will also spread the message of unity, peace and love in the whole world. Similarly, other participants from Nepal and various parts India appealed to the world leaders and said that they hope that the leaders and heads of Govt. of all the countries will take a lesson and take necessary measures to create unity among the nations for human welfare.
The convenor of ‘Reflections-2011′ and Principal of CMS Rajendra Nagar (Campus III), Dr Kalpana Tripathi expressed that the future generation can mould the society and for that it is necessary that the students of various countries meet on the global platform and expose themselves fearlessly. This international festival has been organized for the same. Dr Tripathi quoted the Father of the Nation Mahatma Gandhi as ‘One day the world will move towards India in search of Peace and India will be the centre of light for the world’. Now the time has come that the future generation should know history and become prepared for tomorrow.
While speaking on the occasion, renowned educationist and Founder of CMS, Dr Jagdish Gandhi repeated the quote of Pt. Jawahar Lal Nehru and said that ‘Either the world will be united or perish’. Present global problems can not be solved by any one country but only a new World Order comprising ‘World Parliament’ and ‘World Government’ is the key to its solution. Dr Gandhi hoped that this festival will prove to be a new milestone in teaching the younger generation about World Unity.

He said that second day’s contests of the Reflections-2011 will begin tomorrow at 10 am in which students from India and abroad will contest for Collage, Elocution, Speech, Group discussion, Creative Writing, Quiz, Jingles etc.

Jaipur, The reputed media group of the country Rajasthan Patrika announces the fourth KC Kulish International Award for Excellence in Print Journalism for the year 2010. This annual award, in memory of Sh Karpoor Chandra Kulish, founder of the group, recognizes outstanding efforts by teams of journalists working in daily newspapers globally to promote rights and freedom for better quality of life. The news/ campaigns published between 1st January,2010 - 31st December,2010 shall be eligible to apply for the award. The winning team is awarded a cash prize of US$11,000 and a medal and certificate to each team member. Maximum of ten entries also receive special awards of merit. The third KC Kulish award -2009 was conferred to the African newspaper from Ghana on the theme of ‘Inclusive Development”. The team was awarded by Prime Minister Dr Manmohan Singh in a grand ceremony held at Delhi this year.
This award founded in the year 2007 is the biggest in the category and seeks to honour team of journalists from daily newspapers who have contributed the most compelling stories in print related to the theme. The award theme for this year is ‘Crusade against Corruption’. Reports/campaigns effectively launching crusade against corruption in any sector shall be accepted as entries from across the globe and evaluated on the parameters of thematic relevance, research element, team work, and impact by a panel of jury. Entries can be submitted by September 30, 2011.
Theme for the year 2011 award has also been announced for which the stories published between 1st January-31 December, 2011 shall be eligible. Theme for the year 2011 is ‘Changemakers’. षायद टीजेडपी, उड़ान, आरडीबी जैसी कुछ फिल्में मनोरंजक सिनेमा के जरिए आंदोलन खड़ा करने के लिए बनती हैं। दर्षकों और नामचीन लोगों की तारीफ के साथ फिल्म ‘आई एम कलाम’ भी कुछ उसी दिषा में बढ़ रही है।

आई एम कलाम देख चुके फिल्म फेडरेषन के कुछ सदस्यों के अनुसार, अपनी गुणवत्ता और विष्व सिनेमा के कुछ मानकों पर खरा होने में सक्षम होने के कारण यह फिल्म आॅस्कर में भारत की एंट्री के लिए सबसे मजबूत दावेदारों में पहले ही षुमार हो गई है।

आई एम कलाम फिल्म की समीक्षा बेहद सकारात्मक और उत्साहवर्धक रही है। यह इस साल की अभी तक की सबसे बेहतरीन समीक्षित फिल्म है। समीक्षक इस बात पर एकमत हैं कि ‘‘आई एम कलाम सिनेमाई कला के दृश्टिकोण से एक बेहतरीन फिल्म है जो लोगों तक अपने सामाजिक संदेष पहुंचाने और हमारे समाज में रोल माॅडल के महत्व के पुनर्मूल्यांकन की जरूरत को जोरदार तरीके से उठाने में सफल रही है। यह एक बेहद मनोरंजन फिल्म होने के अलावा आषावादिता को भी प्रतिबिंबित करती है। आई एम कलाम बच्चों की अन्य फिल्मों की तुलना में अधिक सजीव और बेहतर है। यह फिल्म वास्तव में बच्चों के लिए एक तरह से सम्पूर्ण फिल्म है जिसकी अपील युवाओं में समान रूप से है।’’

बाॅलीवुड में फिल्म के व्यापार से जुड़े लोग भी यह कहते थकते नहीं कि जिस फिल्म की षुरुआत पहले दिन औसत कलेक्षन के साथ हुई थी, वह अपनी विशयवस्तु और सकारात्मक संदेष के कारण सप्ताहांत में बड़ी संख्या में दर्षकों को आकर्शित करने में सफल रही। यहां तक कि कुछ मल्टीप्लेक्स में हाउसफुल भी देखा गया। आई एम कलाम ने पहले ही अपनी लागत वसूल ली है और बाॅक्स आॅफिस पर यह ठीक ठाक हिट फिल्मों में षुमार होने की राह पर अग्रसर है। आई एम कलाम मुनाफा कमाने के मामले में चलो मुसड्डी आॅफिस आॅफिस से बेहतर प्रदर्षन कर रही है, जबकि फिल्म का निर्माण कम बजट में हुआ और देषभर में इसे सिर्फ 125 स्क्रीनों पर ही रिलीज किया गया। फिर भी यह समीक्षा के मामले में पिछले सप्ताह रिलीज होने वाली फिल्मों में सबसे आगे रही। कमाई के मामले में यह फिल्म भविश्य में भी बेहद अहम साबित होगी।

फिल्म की सफलता यह साबित करती है कि अच्छे कंटेंट वाली छोटी फिल्में भी काफी लोकप्रिय हो सकती हैं और स्माइल फाउंडेषन ने बाॅलीवुड को यह दिखा दिया है कि बड़े कलाकारों के बगैर और कम प्रचार के बावजूद एक छोटी फिल्म किस तरह से सफल हो सकती है।

अखिल भारतीय ब्राहमण महासभा के राष्ट्रीय अध्यक्ष डा0 के0सी0 पाण्डेय ने राज्य के मुख्यमंत्री से अपने अब तक के शासनकाल में प्रदेश के विभिन्न थानों में ब्राहमणों सहित सवर्णो के खिलाफ हरिजन ऐक्ट की दण्डात्मक धारा 3(1)10 में दर्ज करीब डेढ़ लाख मुकदमों पर श्वेतपत्र जारी करने की माँग की है जिससे सरकारी कोष से उक्त फर्जी मुकदमों में दलितों को किए गए धन भुगतान का खुलासा हो सके।
डा0 पाण्डेय ने आज मुख्यमंत्री को भेजे अपने फैक्स में कहा कि बसपा सरकार ने एक भी ब्राहमणहित का कार्य किया हो तो उसे सार्वजनिक करें। सरकार ने केवल दलित एजेन्डा लागू किया तथा गरीबी रेखा से नीचे जीवन जीने वाले ब्राहमणों सहित सवर्णो को सरकारी नौकरियों में आरक्षण दिए जाने का अपना चुनावी वादा भूल गयीं। डाॅ0 पाण्डेय ने बताया कि आगामी 22 एवं 23 अक्टूबर को गाजीपुर मंे ब्राहमण महासभा का प्रदेशीय सम्मेलन आयोजित किया गया है जिसके संयोजक पंडित राजेश्वर तिवारी बनाए गए है। उक्त सम्मेलन मंे बसपा सरकार को उखाड़ फेंकन की रणनीति तय की जाएगी। प्रदेश के कुल मतदाताओं का करीब 18 प्रतिशत मतदाता ब्राहमण समाज का है और ब्राहमण महासभा के केन्द्रीय मार्ग दर्शक मनुल ने यह निर्णय लिया है कि प्रदेश में अगली सरकार सपा सुप्रीमों मुलायम सिंह यादव के नेतृत्व में बनाई जाए। उन्होंने बताया प्रदेश सम्मेलन के बाद गाँव-गाँव में शाखा आयोजित कर बसपा और कांग्रेस सरकार के कुकृत्यों से जनता को अवगत कराया जाएगा तथा विधानसभा चुनाव तक सम्पूर्ण ब्राहमण समाज को सपा के पक्ष में पूरे तौर पर लामबन्द करने की योजना तैयार कर ली गयी है। उन्होंने मुलायम सिंह यादव से मतदात प्रतिशत के हिसाब से कम से 72 ब्राहमणों को सपा का टिकट विधानसभा चुनाव में देने की माँग की है।

विभिन्न विभागों द्वारा प्रदान की जा रही लोक सेवाओं को सुगमता एवं समय सीमा के अन्तर्गत उपलब्ध कराये जाने का हर सम्भव प्रयास किया जायेगा। उक्त आषय की जानकारी जिलाधिकारी नवदीप रिणवा ने दी। उन्होंने कहा कि सेवाओं हेतु जन सामान्य को भी जागरूक होने की आवष्यकता है। श्री रिणवा ने बताया कि षासन द्वारा विभिन्न विभागों की सेवाओं को निष्चित समय पर उपलब्ध कराये जाने हेतु जनहित गारण्टी अध्यादेष लागू किया गया है, जिसके अनुसार राजस्व विभाग से सम्बन्धित सेवाएं जाति प्रमाण, आय प्रमाण पत्र तथा किसान बही जो कि तहसीलदार द्वारा निर्गत किये जायेंगे, जिसकी समय सीमा 20 कार्य दिवस है। इसके प्रथम अपीलीय अधिकारी सम्बन्धित उप जिलाधिकारी तथा द्वितीय अपीलीय अधिकारी जिलाधिकारी है। निवास प्रमाण पत्र के लिए प्रथम अपीलीय अधिकारी जिलाधिकारी व द्वितीय अपीलीय अधिकारी मण्डलायुक्त होंगे। भूमि का अविवादित नामान्तरण तहसीलदार द्वारा 45 दिन में तथा किसान बही तहसीलदार द्वारा 30 दिन मंे जारी किया जायेगा। जिसके अपीलीय उप जिलाधिकारी व जिलाधिकारी है। नगर पालिका परिशद/पंचायतों के अन्तर्गत बनाये जाने वाले जन्म/मृत्यु प्रमाण पत्र 45 दिन के अन्दर निर्गत किये जायेंगे। उनके विरूद्ध अपील उप जिलाधिकारी, जिलाधिकारी के यहां की जायेगी, चिकित्सा एवं स्वास्थ्य विभाग द्वारा जारी किये जाने वाले विकलांगता प्रमाण पत्र मुख्य चिकित्साधिकारी द्वारा 60 दिन के अन्दर निर्गत किया जायेगा उनके खिलाफ अपर निदेषक, चिकित्सा एवं स्वास्थ्य तथा मण्डलायुक्त के यहंा अपील की जायेगी। खाद्य एवं रसद विभाग द्वारा जारी किये जाने वाले राषन कार्ड 30 दिनों के अन्दर जारी किये जायेंगे। नगरीय क्षेत्र के लिए इनके अपीलीय अधिकारी जिलाधिकारी व मण्डलायुक्त तथा ग्रामीण क्षेत्र के लिए अपीलीय अधिकारी उप जिलाधिकारी व जिलाधिकारी होंगे। जिलाधिकारी ने सम्बन्धित अधिकारियों को कड़े निर्देष दिये हैें कि वे अध्यादेष के अनुसार निष्चित समय सीमा के अन्दर प्रमाण पत्र आदि जारी करना सुनिष्चित करें, जिससे कि आम जन लाभान्वित हो सकें। किसी भी प्रकार की लापरवाही पाये जाने पर सम्बन्धित अधिकारी के विरूद्ध कार्रवाई की जायेगी।

Yesterday (10/08/2011) night while coming from Lucknow to Meerut in Nauchandi express (Train No 14511) along with my husband Amitabh, presently SP, EOW, Meerut in second sleeper coach S7 in Nauchandi express PNR No- 2323939475, birth No- 31 and 32 we had a very strange and humiliating experience. First, two GRP constables came in our coach and told us in a most discourteous and humiliating tone to chain our goods. While apparently they were saying things good for us but their behaviour was very-very bad. Off-course they did not know that one of the persons sitting in the coach was an IPS officer. Later one Sub Inspector of GRP came and he woke me up along with other people at about 2 AM. He asked me to chain my goods and be cautious. But he was doing this is the most humiliating manner and was badly misbehaving. While I said that I don’t have a chain with me, he was accusing me by saying that it is goods of such persons that gets stolen. He was doing so with other passengers also. Thus these GRP people were saying these things about being cautious so many times that I started thinking that these policemen have got mixed with some thieves and were unnecessarily making such drama so that if later my goods get stolen, they will only accuse me that they had already warned about this. Because of this, I could not sleep throughout the night.

When we reached Meerut and asked at GRP police station, we were told by the Station Officer and others that it was done on the orders of the ADG of GRP A K Jain and SP, GRP, Morabadad. I talked to the ADG A K Jain but he said he had not given any such order. I have now made a written complaint to the ADG. My purpose is that such misbehaviour don’t take place in the future.
