कुम्भ मेला कार्याें में ढिलाई बर्दाश्त नहीं, लापरवाह अधिकारी दण्डित होेंगे-जावेद उस्मानी

उत्तर प्रदेश के मुख्य सचिव श्री जावेद उस्मानी ने विभागीय अधिकारियों को निर्देश दिए हैं कि कुम्भ मेला में कराये जा रहे सभी कार्याें का आपसी समन्वय बनाकर, समस्त विभाग सम्पादित कराने हेतु कार्याें की कार्यवार समय-सारणी बनाकर आगामी पांच दिन में कार्य सूची को अपटूडेट कर लें। कुम्भ मेला के सभी कार्य निर्धारित मानक एवं गुणवत्ता के साथ आगामी नवम्बर माह तक अवश्य पूर्ण करा लिए जायें। कार्याें को सुचारू रूप से सम्पादित कराने हेतु सम्बन्धित विभाग विभागवार नोडल अधिकारी नामित कर नामित अधिकारी का नाम, पदनाम, सेल एवं दूरभाष नम्बर तथा ई-मेल आदि वांछित सूचना नगर विकास विभाग को तत्काल उपलब्ध करा दें। विभागीय अधिकारी कार्याें का स्थलीय निरीक्षण करने के उपरान्त ही कार्याें की रिपोर्ट बैठक में दें। कुम्भ मेला के कार्याें को समीक्षा प्रत्येक 15 दिन में की जायेगी।
मुख्य सचिव आज शास्त्री भवन स्थित अपने कार्यालय के सभागार मंे कुम्भ मेला, इलाहाबाद-2013 के कार्याें की समीक्षा कर रहे थे। उन्होंने निर्देश दिए कि कुम्भ मेला कार्याें के लिए धनराशि समय पर अवश्य उपलब्ध करा दी जाए, ताकि कार्य निर्धारित मानक व गुणवत्ता के साथ समय से पूर्ण हो सकें। कुम्भ मेला कार्याें के लिए सम्बन्धित विभागों को फिलहाल 172.33 करोड़ रूपये की धनराशि निर्गत कर दी गयी है, जिन विभागों ने अपनी राज्यांश की धनराशि नहीं अवमुक्त की है वे तुरन्त कर दें। उत्तर प्रदेश जल निगम को केंद्रांश के साथ-साथ राज्यांश के रूप में पेयजल योजना हेतु 5.36 करोड़ रूपये की धनराशि तथा नगर पंचायत, झूसी को राज्यांश की 90 लाख रूपये धनराशि रिवाल्विंग फण्ड से अवमुक्त करा दी गयी है। उन्होंने कहा कि विभागवार समस्त प्रोजेक्ट कार्ययोजना में लिस्ट कराते हुए बजट की उपलब्धता की तिथि को भी अंकित करायें, ताकि समीक्षा के दौरान आवश्यकतानुसार बजट निर्गत कराया जा सके।
श्री उस्मानी ने यह भी निर्देश दिए हैं कि कुम्भ मेला तीर्थ यात्रियों के आने-जाने के लिए पर्याप्त बसों एवं ट्रेनों की व्यवस्था सुनिश्चित करायी जाए। बसो एवं ट्रेनों के संचालन के समय का व्यापक प्रचार-प्रसार सुनिश्चित कराया जाए। उन्होंने यह भी निर्देश दिए कि इलाहाबाद कुम्भ मेला के मुख्य स्टेशनों के साथ-साथ छोटे-छोटे स्टेशनों पर भी पर्याप्त पेयजल, खाद्य सामग्री, चिकित्सा सुविधा, बिजली एवं सफाई आदि व्यवस्थाएं भी सुनिश्चित करायी जायें। उन्होंने यह भी निर्देश दिए कि दूरस्थ क्षेत्रों से आने वाले तीर्थ यात्रियों के लिए स्पेशल आरक्षित बोगियों की ट्रेनों का संचालन कराने हेतु रेलवे बोर्ड से अनुरोध किया जाए।
मुख्य सचिव ने अस्थायी रैन बसेरा एवं शौचालय आदि आवश्यक मूलभूत सुविधाओं की व्यवस्था सुनिश्चित कराने के भी निर्देश दिए। उन्होंने कहा कि बी0एस0एन0एल0 एवं अन्य दूरसंचार कम्पनियां कुम्भ मेला क्षेत्र में अपने नेटवर्क कायम रखने हेतु आवश्यकतानुसार क्षमता बढ़ाने हेतु टावर भी लगायें।
बैठक में प्रमुख सचिव नगर विकास श्री प्रवीर कुमार, प्रमुख सचिव गृह श्री आर0एम0 श्रीवास्तव, प्रबन्ध निदेशक पावर कार्पोरेशन श्री अवनीश कुमार अवस्थी, प्रमुख सचिव खाद्य श्री बलविन्दर कुमार, प्रमुख सचिव चिकित्सा एवं स्वास्थ्य श्री संजय अग्रवाल, प्रमुख स्टाफ आफीसर मुख्य सचिव श्री आशीष कुमार गोयल, प्रबन्ध निदेशक उ0प्र0 राज्य परिवहन निगम श्री आलोक कुमार सहित रेलवे, बी0एस0एन0एल0 एवं अन्य विभागों के भी वरिष्ठ अधिकारी गण उपस्थित थे।

हरदोई जनपद के गेहूँ केन्द्रों पर खरीदे गये गेहूँ को भरने के लिये बोरे उपलब्ध नहीं हो पा रहे हैं यहाँ तक कि दो दिन पूर्व हुई हल्की बारिश  से तमाम गेहूँ पिहानी क्षेत्र के केन्द्रों पर भीग गया। गेहूँ खरीद केन्द्रों पर मण्डी कमीशन एजेण्ट अपने बैनर न लगाकर यूँ ही किसान का गेहूँ खरीद रहे हैं प्रशासन ने फौरी सहायता पर बोरे उपलब्ध करवाये लेकिन लापरवाही की हद तब पार हो चुकी कि वह बोरे गेहूँ क्रय केन्द्रों पर ही नहीं पहुँचे गेहूँ की खरीद जोरों पर परन्तु किसान तब भी परेशान है क्योंकि कमीशन का खेल जारी है कुछ पर तो दलाल सक्रिय हैं व्यापारी के बिचैलिये किसानों के सम्पर्क में रहते हैं उनका काम चुटकी बजाते हो जाता मजबूरन किसान फिर उन्हीं की शरण जाकर उनका खास बनकर अपना काम निकालता है उदाहरण के तौर पर हरदोई गल्ला मण्डी टोकन संख्या 23/25622 दिनांक 11 मई 2012 बावन ब्लाक के किसान रामशंकर सिंह ने परेशान होकर बताया कि दो दिन बीत जाने पर भी गेहूँ हम नहीं बेंच पाये हमको बोरों की कमी बताई जा रही है। 13 क्रय केन्द्रों पर केवल कल शनिवार को गेहूँ से भरी गांट दिखाई पड़ी जबकि 23 कमीशन एजेण्ट को यह जिम्मेदारी सौंपी गई मूल्य 1285का बैनर कहीं पर लगा नहीं दिखाई दे रहा जबकि जिलाधिकारी का इस बावत सख्त निर्देश जारी है।

Speaking on the occasion, Founder-Director of CMS and renowned educationist, Dr Bharti Gandhi said that the soul is the light of the body. As the sun illumines the earth, the soul is the God gifted light which enlightens and illumines the body. Dr Bharti Gandhi said that after death secret is not revealed by God because the soul happens to be in immense bliss when its freed from the body and if anybody knows it then no one would like to live in this world. We must do good work by our hands, reach His door by legs, praise Him by our month and listen His prayers by our ears, so that our soul reaches higher and higher to enlightenment and gets attainment. She further said that in Islam also seventh heaven is mentioned where we would not have body parts and the good deeds done here will alone save us from sufferings. When the soul is about to leave, the life cycle reels over in the eyes of the departing soul. Good deeds showcase goodness and give happiness whereas bad deeds gives pain but then there will be no time to apologies. Hence, we must always do good works to make our leaving time easy and after death time blissful.
Speaking at the Satsang, senior journalist, Mr Veer Vikram Bahadur Mishra said that the mother’s nature is like God’s. The children do immense mistakes, but the mother for sure gives them good and water whenever they need. Likewise the God pardons our mistakes. Mr Mishra quoted Kabir, ‘When we are born the world laughed and we wept, do such deeds that at the time of departing, we laugh and the world weeps’. King or popper, whosever comes, will definitely go. The God sent us to develop our soul. All the epics of any language, are our path finders and following its words, we can make our living worth. Islamic follower Mr A H Abdi said that the first and the last page of our life’s book is definite. If we write the in between pages with honesty and pure heart than our last page will be the best. Mr U B Singh said that all religions have customs after death to develop soul. Mr Ajay Singh also expressed his divine feelings and the Satsang came to an end with Mrs Sharda Devi’s bhajan.

Renowned educationists and Founders of the 53 years old and world’s largest school as  declared by Guinness Book of World Records, City Montessori School (CMS), Lucknow,  Dr Jagdish Gandhi and Dr (Mrs) Bharti Gandhi have declared their  personal assets. They both own a total asset of Rs. 17,03,075/- only (Rupees Seventeen Lacs Three Thousands Seventy Two only).
Disclosing their personal assets on website “www.JagdishGandhiForWorldHappiness.org” and in the monthly CMS bulletin, Dr Jagdish Gandhi and Dr (Mrs) Bharti Gandhi informed  to public that they own Rs. 1,13,592 as cash in hand and in bank and one old Maruti car worth Rs. 80,000/-. Besides, Dr Jagdish Gandhi possesses the National Saving Certificates of Rs. 5,35,000/-; Infrastructure Bond of Rs. 40,000/-; FDR of Rs. 60,000/- in Allahabad Bank, Hussainganj branch and shares worth Rs. 61,070/- only. Similarly, Dr (Mrs) Bharti Gandhi owns the National Saving Certificates of Rs. 3,60,000/-; Infrastructure bond of Rs. 40,000/-; FDR of Rs. 70,000/- in Allahabad Bank, Hussainganj branch; Rs. 1,53,439/- as PPF account in State Bank of India and shares worth Rs. 1,89,971/- only.
Declaring their unmovable assets, Dr Jagdish Gandhi and Dr (Mrs) Bharti Gandhi informed that they don’t own any personal property, land or house. They live in a rental house. They do not have any Bank Locker or any foreign currency, gold, silver jewellery or ornaments. They also do not possess any current account in any bank. Both the educationists declared to the public that they do not have any other personal assets except those mentioned above.
