Tempering with Constitution fraudulently by Prime Minister Jawaharlal Nehru

without authority of law

Year long research at National Archives and replies to RTI applications from CPIOs, Secretary-General, Lok Sabha, National Archives of India, New Delhi, Ministry of Law and Ministry of Culture, New Delhi on calligraphy copy of Constitution which has revealed some aberrations with the original Constitution which do not match with the proceedings of the Constituent Assembly and the original calligraphed Constitution. In a political science text book – ‘Indian Constitution at Work’ prescribed for 11th Class by NCERT, New Delhi, adolescent students are being taught that Constitution is based on the ‘Objective Resolution’ of Nehru moved by him in 1946 which encapsulated the aspirations and values behind Constitution. Meaning thereby that Constitution was made by Nehru. Objective Resolution is being taught in verbatim but no mention had been made about Dr. B. R. Ambedkar’s’ Preamble to the Constitution by handed picked Congressmen educationists at NCERT editorial’s board due to caste hatred and revenge. It is contradictory that Constitution is based on Nehru’s objective resolution in the light of Preamble to the Constitution which was made by Dr. B. R. Ambedkar, Chief Architect of Constitution on 17th October, 1949 on the last day of second reading of Constitution, being a Chairman of Drafting Committee. Nehru had no role to play to draft the Constitution of India or Preamble. I have got a documents from National Archives file that it was Nehru who got removed Preamble  completely from draft file through Sir B. N. Rau and he wanted his own rejected ‘Objective Resolution’ to be printed in the beginning of Constitution. It was Dr. B. R. Ambedkar, who piloted the draft Constitution on 4th November, 1948 and got it passed on 26th November, 1949. How Congressmen and their henchmen government officers can eulogize the services of Nehru as framer of Constitution in government text books? Study has further revealed that six amendments were moved by childish members to decorate Mahatma Gandhi as Father of Nation, in the beginning of declaratory part of Preamble Dr. Ambedkar did not accept any amendment and first amendment moved by H.V. Kamath was defeated on the floor of House by a majority of 68 to 41 votes. One Congress member  in his separate amendment wanted to introduced the Gandhian era in the third part i.e. objective & obligatory part in Preamble that too was rejected by visionary Dr. B. R. Ambedkar himself with his observation that Constituent Assembly was making a Constitution of free nation for future generations and not for Congress party’s Constitution. J.B. Kripalani under the garb of his appeal to mover of amendments urged them to withdraw their amendments and let the Preamble be passed today, tomorrow  ‘that may be changed and reshaped at any time’. This was a direct threat to Dr. B. R. Ambedkar. Preamble was adopted by Constituent Assembly as moved by Dr. B. R. Ambedkar, the Father of the Indian Constitution, but it could not get the serial number one,   due to paucity of time. These are some main causes of ignominious and nefarious acts of Nehru and Congressmen towards Dr. B. R. Ambedkar to take revenge from him from time to time in different manners. Year long research and comparative study of historical documents has exposed their all nefarious acts showing their caste hatred in different manners.

Secondly the study of new edition of calligraphed (English version) printed in 2010 has revealed that re-printed edition was brought out by Ministry of Culture, Youth Affairs & Sports, Department of Culture, with the directions of Surveyor General of India, Directorate of Survey (Air), Survey of India and supplied supplementary logistics to M/s Mehta Offset Pvt. Ltd., New Delhi and vested the copy right with the Government of India as per mandatory declaration printed at the last

cover page at bookbinding. It has been also been revealed at page 230, two unauthorised persons viz. B. N. Rau, and H.V.R. Iengar, Constitutional Advisor and Secretary to Constituent Assembly signed the original three sets of Constitution at the fag end of the Constitution. Who allowed and under which authority to sign the historical documents unauthorisedly? Mandatory declaration under Section 3 of the Press and Registration of Books Act, 1867 has been printed in which Mr. Prem Narain Behari Raijada (Saxena) son of Shri Brij Behari Narain Raijada of Delhi care of M/s Govan Press (Rampur) Ltd. Rampur has been shown as the author of the Constitution. The services of Shri Nand Lal Bose and other artists of Santineketan, Viswabharati were also highlighted who had carried out illumination work in the entire Constitution. In two loose sheets, containing the Brief History of Constitution the services of calligraphers and artists were eulogized unauthorisedly who had carried out the work under the sole direction and supervision of Jawaharlal Nehru, Prime Minister secretly till 1954. The services of mere calligraphers and artists were eulogized but no contributions of Baba Saheb Dr. B. R. Ambedkar, the Father of the Indian Constitution; either in Brief History of Constitution of Calligraphed copy of Constitution or in the prescribed text books of NCERT has been highlighted by Government. In the light of above facts whether Prem Narain Behari Raijada (Saxena) can be called the author of Constitution or Dr. B. R. Ambedkar, Chief Draftsman of Constitution, who had piloted and got it passed when Nehru failed to fulfill his secret promise made to British Prime Minister that he would get the Constitution prepared within two months provided powers would be transferred to him alone after freedom? Nehru’s failure resulted postponement of freedom of India until 13th June, 1948 which was preponed to 15th August, 1947 and its announcement was made on 3rd June 1947 due to eruption of communal riots in Punjab. Nehru played a mischievous role and allowed writing dynasty of calligrapher, Prem Narain Raijada. His nick name as ‘PREM’ has also been recorded in inner border in all most all pages where yellow borders had been drawn by artists and names of each artist had also been published at the beginning and at end of each part. All calligraphers and artists were paid by Government and they were not authorised to write down their names or nick names in the historical document in any form in any part of the calligraphed copies of the Constitution. This was not  only a devil mistake but this was a deliberate attempt and ignominious act of Nehru who had tampered with the monumental Constitution fraudulently and made aberrations without authority of law and subsequent addition of two loose sheets by him has finally resulted into interpolation and tampering with the official records. These are his criminal acts and needs to be addressed forthwith by Parliament alone as Government had not done any thing till date. Officers responsible must be punished urgently so that people should restore their faith in the Constitution failing which Manch will be compelled to take this matter to court and street. Government needs to come out with status about the wrong done by Nehru and his hand picked officers secretly and fraudulently.

Fourthly two illustrations of Gandhi at page 149 (Dandi March) and 154 (Peace March) and one portrait of Hon’ble Subhash Chandra Bose at page 160 saluting a flag in which Mahatma Gandhiji have been decorated - Father of Nation, were secretly published treacherously. When Constituent Assembly rejected Congress members decorating Gandhi as Father of Nation then how Nehru can decorate and install him in the original calligraphed Constitution as Father of Nation? Who had allowed Nehru to choose portraits of Congressmen only? Why the role of the Father of the Indian Constitution, Dr. B. R. Ambedkar either in the Brief History of the Calligraphed or his portrait in the Constitution had not been included in the light of his sacrifices and services to the nation for keeping the nation united whereas the services of calligraphers and other artists were eulogized and admired and their names were also mentioned on each page of the original constitution. No name of calligrapher can be printed at the end in the Declaration under Section 3 of the Press and Registration of Books Act, 1867. This is a blunder on the part of Government. These are some other sensational news stories on original two original calligraphed copies maintained in

helium gas chambers at Lok Sabha and one photo copy of printed photolithographed Constitution are kept in strong room at National Archives of India where 15 pages have been added. Some loose sheets have been inserted in the original sets and their photolithographed prints are being presently sold by Lok Sabha Secretariat. In reply to my RTI quarries no one is aware of whereabouts of third original set of Constitution duly signed by Constituent Assembly members. The Ministry of Law and Company Affairs also does not know the whereabouts of the entire original proceedings of the Constituent Assembly debates. Although the Parliament Secretariat now known as Lok Sabha Secretariat was duly authorised to maintain all records of the Constituent Assembly but its irresponsible officers are not aware of any thing except maintenance of calligraphed Constitution. Even the Draft Bill moved by Dr. B. R. Ambedkar, Chairman of Drafting Committee on 4th November, 1948 had also not been printed and published by Lok Sabha Secretariat despite my repeated requests. Government needs to come out with status report about the third copy of Constitution, addition of two loose sheets, declaration of Prem Behari Narain Raijada (Saxena), calligrapher as author of Constitution, writing nick name ‘Prem’ on each page, signatures of two unauthorised persons, non-teaching of Dr. B. R. Ambedkar’s role in text book failing which Manch will take this matter in civil and criminal courts and also in streets.

No story has been printed and telecast in any media so far. Kindly publish this news story in your print media or record a detailed interview at the earliest possible so that matter may be taken up in the present session of Parliament for appropriate action. Kindly let me know the date and time for recording of interview when you will like to soot the story in print media and programme in electric media. I have two sets of calligraphed copies in my possession for recording purposes apart from historical documents and RTI correspondence on the subject which had revealed that public is not aware of any tampering with the Constitution. This will expose the nefarious acts of wrong doers of Congress Party as well as bureaucrats of Government who had shown their loyalty with the Congress Party and played with the authority of Constitution. .
