MP Jayant Chaudhary seeks review of MPLAD scheme in Uttar Pradesh

Administration not implementing the scheme

Member of Parliament Shri Jayant Chaudhary has drawn the attention of the Minister of Statistics and Programme Implementation (MOSPI) Shri Srikant Kumar Jena to the “lackadaisical approach” of the Uttar Pradesh administration in implementing the MPLAD scheme in the state.
Supporting the call for social audit of the MPLAD scheme made by the Rural Development Minister, Shri Jairam Ramesh recently, Shri Chaudhary called for institutionalizing a third party / social review process. Drawing the attention of the MOSPI minister, Shri Chaudhary said the implementation of the scheme in U.P. and his constituency has been negatively affected by the poor approach of the implementing agencies and the district administration. “In several cases, there are delays in preparing the estimates of the proposals made by me, in other cases, delays in the tendering process and the work completion,” Shri Chaudhary said in the letter on Oct 19, 2011.
Despite Shri Chaudhary having raised the issue through letters to various authorities, the Mathura administration, highlighting the bottlenecks regularly in the District Vigilance and Monitoring Committee meetings and periodical review meetings for the MPLAD, the authorities are unmoved. “The district authorities and implementing agencies are impervious to all such reprimands, or do not have the resource capabilities to ensure the smooth and efficient implementation of the scheme at the ground level,” Shri Chaudhary said.
The Ministry of Statistics and Programme Implementation has worked with Nabard Consultancy Services (NABCONS) and has done audits of a few districts in three phases. Shri Chaudhary urged the minister to include Mathura in the next phase of the NABCONS survey, as the district was not included in the last three audits. While the NABCONS survey reports have been scrutinized by the Parliamentary Committees on the MPLAD scheme, Shri Chaudhary also demanded that the ministry put up detailed reports of the NABCONS survey on its website to enable access for all the stakeholders.
