Dr. Kirit Somaiya, BJP National Secretary today filed a complaint with the UP Lokayukt in Lucknow against  Mayawati Govt. and Mr. Mohinder Singh, then Chairman of NOIDA Authority, Chief Secretary Anoop Mishra & others regarding  Rs. 8000 crores scam in Noida Group Housing scheme.
In the complaint against UP State Govt. and Noida Authority Dr. Somaiya alleged that the entire exercise was Non transparent, Manipulative and Dubious in the method of selection and Allotment in Noida Group Housing Scheme leading to a loss of Rs. 8000 crores to the state exchequer.
He added that  in the Noida Group Housing scheme  in the years 2009-2010,2010-2011, in total 38.22 lac sq. meters of land was sold.
(i)    The Market value was ignored; the total transaction of the sale was Rs. 8131 crores against a market price of over Rs. 16,000 crores.
(ii)    A select few builders were favoured in the selection and allotment.
(iii)    Entire land deal was done in a very clandestine manner. No proper publicity was accorded to the deal.
(iv)    Within a span of 23 months, 73 housing plots were sold.
(v)    Allotment was made to them on depositing only 5% of the bid money. Then possession was given after depositing another 5% of the amount with a moratorium period as high as 36 months.
(vi)    Allotments were well below the Circle rates – which were totally ignored.
(vii)    The entire Bidding process was fixed with the date of allotment and the date of lease deed being the same.
(viii)    Allotment to different companies having the same address and/or different companies having the same Directors..
(ix)    The financial strength of the Bidders not considered.
Dr. Somaiya produced documents procured through RTI and from Registrar of Companies to support his complaint.
He requested for a time bound inquiry and cancellation of all the allotments and urged that strict action be taken against the scamsters.
