A delegation led by Sudhir Aggarwal, National convener, Human Rights Cell, BJP comprising Shailender Singh, UP State Co-Convener, Archana Singhal, Mona Singh, Ram Kumar Singh, Devender Tyagi, Yogender Tyagi, Sunder Singh Rana, Vikas Gupta visited Bhatta-Parsaul villages on 28th May,2011.They personally met hundreds of residents of two villages who have suffered during the protests.
Facts :
UP Government is acquiring land at Greater Noida. Farmers have launched protests since January of this year, demanding higher compensation for the land acquired by Mayawati Government for Yamuna Expressway Project.
Findings of the Visit and Inquiry:
On their visit, discussions and inquiry with villagers, delegation could collect following information:
(i) 22 persons are detained in state jails, surprising fact is that some of them are even Land-less people.
(ii) 2420 villagers are missing out of total population of 10-12 thousand.
(iii) 90% of animal feed stocks were put on fire. Villagers are forced to sell their dying animals cheaply.
(iv) Residents of two villages are suffering of starvations due to village-boundary blockades by State Police.
(v) Youth aged 15 to 35 are fearing of arrests on returning Homes.
(vi) Village women were abused and molested.
(vii) Police is not allowing bails to the villagers arrested during the protests.
(viii) Police without support of Lady staff, manhandling women members of families of two villages in the name of conducting search.
First Reaction of the Situation :
It was a case of repetition of brutal act of Jaliawalan Bagh even after 63 years of independence of India. It was a clear case of administrative and Governmental atrocities upon honest general public of free India, who were demanding their right to adequate compensation for the lands inherited for generations and acquired by State Government. The Delegation condemned the Mayawati Government of UP for barbaric action of Murders, repression and molestations at Bhatta-Parsaul villages on 7th & 8th May, 2011.

Sudhir Aggarwal criticized Central Govt. not taking adequate steps to amend Land Acquisition Act and adding sufferings to honest farmers and land owners.
He also criticized Congress Gen. Secretary Rahul Gandhi for his dramatic presentations and photo shows among honest victims. On one hand this congress is taking all hand support from Mayawati to remain in power at centre and on their hand making double talk among sufferers of two villages. If Rahul Gandhi is genuinely interested, he should have demanded the Hon’ble Governer of UP to recommended immediate dismissal of Mayawati Government on total collapse of administration and deterioting Law & order situation.
The U.P. govt. is working as a property dealer for private companies and grabbing agricultural land for them, taking away the right to live from farmers whose only source of income is agriculture.
Land, that too agricultural land, cannot be acquired for works other than very important public/military use. Allotting the land to private developers for residential/commercial/industrial uses does not fall in this category.
Summaries :
The people of the two villages were frustrated because of their livelihood being snatched at throw away prices and being given to private builders/developers so that they can earn huge profits. They have been protesting for the last 4 months but nothing serious was done by the government. Instead of taking care of their legitimate demands, they were subjected to such humilities which cannot be tolerated in a democratic country like ours. First they were fired upon at the agitation, and then police entered the houses and beat whoever came in sight and destroyed house hold goods, spilled over stored food grains. People had nothing to eat for days, even not allowed to go outside the villages & purchase food. Firing was done even inside the villages. Broken glass panels of the houses and Vehicles prove the said incident. Innocent men were pulled out of the house and beaten black and blue. They are still hospitalized in various hospitals in Noida and Buland Shahar.
The situation inside the villages is bleak. Most of men folk are still missing. Women are feeling vulnerable. The atrocities and rights violations by State Govt. and administration are shameful, people have been beaten up, killed and burnt, we must have independent probe of the matter.

Demands by the Human Rights Cell of BJP against Human Rights been grossly Violated in Bhatta-Parsaul Villages :
(i) An immediate action be taken against people from State Govt., Administration and police involved in atrocities and gross violation of Human Rights during the protests.
(ii) Immediate suspension/dismissal of Mayawati Government on total collapse of Administration and law & order situation.
(iii) A high level inquiry be initiated to find the truth behind the story.
(iv) An adequate compensation be given to the injured and killed during the protests and atrocities by State Govt. and Other administrative authorities.
(v) All illegal and unnecessary searches, verification, blockages of village boundaries be terminated to normalize the situation.
(vi) A suitable policy for compensation based on market value of land to be adopted.
(vii) A probe by National human Rights commission should also be initiated.
