Under the directives of the Hon’ble Chief Minister of Uttar Pradesh Ms. Mayawati ji, a team of senior officers led by the Chief Secretary, Mr. Anoop Mishra, held detailed discussions with the Central Planning Commission at a high level meeting at New Delhi today, regarding the plan size of the State for the year 2011-12. Resources over Rs. 47000 crore have been estimated by the State Government to finance its schemes. It was pleaded by the State Government that the demands made under various programmes were appropriate and there was a possibility of increase in its own resources as well. The Planning Commission, after detailed discussions, approved Rs.47000 crore Annual Plan for Uttar Pradesh for the year 2011-12 at the meeting.

The Hon’ble Chief Minister ji said that the State Government had been demanding resources from time to time. Besides, special package had been demanded for Poorvanchal and Bundelkhand, but the Government of India had not taken any decision in this regard so far. She said that despite that the State had been conducting various welfare and development programmes for the development of these areas through its own resources. She said that had the Central Government extended its cooperation in these efforts of the State Government then the picture would have been different. Besides, she also demanded that the Centre should also declare all the development blocks of Mirzapur, Sonbhadra and Bundelkhand regions as DPAP blocks.

Hon’ble Chief Minister ji made it clear that during the 10th Five Year Plan the average growth rate of the State had risen from 5.2 per cent to 7 per cent during the past four years. The average expenditure against the sanctioned schemes was about 98 per cent. She said that the State Government had made special efforts for the welfare and uplift of SC/ST, dalits and neglected sections. Giving example, she said that during the 10th Five Year Plan only 13.4 per cent of the SC/ST sub-plan was utilised, but owing to the serious efforts of her Government and increase in these schemes effected every year it had risen to 21.6 per cent during year 2010-11. She said that owing to these efforts of the State Government an excess outlay of Rs. 1100 crore had been sanctioned for the SC/ST sub-plan if compared to last year. It was also pleaded that the compulsion of the 2002 BPL list in the destitute pension and disabled pension should be done away with to benefit more and more people. She also demanded that the Central share of Rs. 2553 crore payable under JNNURM for the year 2011-12 should be released immediately for urban development.

Hon’ble Chief Minister ji said that timely availability of Phosphetic fertilisers was needed to encourage the agricultural production and to expand irrigation facilities in Poorvanchal, Saryu Canal Project should be declared a national project. She said that 323 CHCs, 700 PHCs and 6829 health sub-centres should be sanctioned immediately under the National Rural Health Mission, so that the expansion of health facilities could be ensured in rural areas. She said that an additional amount of Rs. 300 crore should be sanctioned for the housing of the weaker sections living in rural areas for the next year. She said that it was 60 per cent more if compare to last year. Besides, she also demanded to sanction necessary amount for implementing cattle insurance scheme in all the districts of the State.

Hon’ble Chief Minister ji said that special Central aid should be sanctioned for feeder-separation to ensure uninterrupted power supply for the agricultural purposes and to ensure power supply in rural areas also. She said that the State Government had made arrangement of about 4259 MWs of additional power generation to ensure 24 hour power supply in the State and additional projects worth about 31000 MW capacity had been included under the 12th Plan. She said that the Government of India was not providing coal for the power projects, even though the State Government had been making serious efforts. Since, Uttar Pradesh was far away from the sea shore; therefore the import of coal would be a very costly affair as far as transportation was concerned. Therefore, the Centre should provide coal to U.P. on priority basis for its power projects. She said that electrification of 127000 bastis still had to be undertaken. So, the Centre should sanction necessary amount to complete electrification of these bastis on priority basis by year 2012.

The Hon’ble Chief Minister said that owing to the steps taken by the State Government to encourage private sector, proposals worth Rs. 1.72 lakh crore had come to the State Government, out of which projects worth Rs. 71628 crore had been taken up and works on these projects started. Besides, bidding of projects worth Rs. 46722 crore have started and projects worth Rs. 53000 crore were in pipeline.

The Hon’ble Chief Minister emphasised for transparency in allotment of resources for development works and ban on releasing the amount for important schemes in discretionary manner. She said that State was not getting required financial assistance for flagship programmes and important schemes of the Centre. For example, National Irrigation Projects have been sanctioned for other States, but not even a single project had been taken up as the National Project for agricultural based large State like Uttar Pradesh. More than that, the recommendations of Central Water Commission for releasing the amount for the projects were not being followed. The subsidy amount sanctioned against the expenditure in last years had not been given in AIBP scheme. Only a simple package had been sanctioned by the Centre for Bundelkhand area considering it as a drought affected area, but benefits for drought affected area had not been made available, so far. The State was not being given the sanctioned grant 90 per cent like other States.

The Hon’ble Chief Minister said that priority had been given to agriculture and agriculture allied sectors in the State and good results had come out. She said that several steps had been taken up by the State Government to double the income of the farmers. She said that agriculture growth rate of the State is more than the average growth rate of the Country. It became possible because the Government had adopted the crop-wise strategy and special attention was given to seed production and transposition. Besides, arrangements for soil testing, green fertiliser, bio-fertiliser, new technique, effective water management, distribution of credit cards to all the farmers had been made in Purvanchal and Bundelkhand to increase agriculture production like in other areas of the State.

The Hon’ble Chief Minister said that all bastis having the population of more than 1000 persons had been connected to link roads by the proper utilisation of resources of the State. She said that it was unfortunate that the people of the State was suffering owing to this effort of the State Government, because the Central Government was not giving sanction to connect the bastis having the population of less than 1000 persons with link roads under Prime Minister Road Village Scheme. She said about 2400 bastis coming under this category had not been connected to link roads, so far. Similarly, required financial assistance had not been given for roads in CRF and more than Rs. 450 crore still required from the Centre.

The Hon’ble Chief Minister ji said that census data of 2011 proved that more persons had become literate in the State than the average number of Country. Women literacy rate in the State increased 17.04 per cent, while the average literacy rate remained 11.79 per cent of the Country in the last decade. Men literacy rate was increased two times in the State in comparison to the average rate of literacy of the Country. She said despite of the necessary provision of financial assistance under Secondary Education Campaign, the Centre was not giving financial assistance to private schools so far. She said that more than 85 per cent schools of the State belonged to private sector, out of which maximum schools were aided schools.

The Hon’ble Chief Minister ji said that basic facilities like - CC road, Education, Health etc were being provided to people under Dr. Ambedkar Village Development Scheme in SC dominated villages. More than 10,000 villages had been saturated in the State, so far and 2480 villages would be covered under this scheme in 2011-12. She said that under Uttar Pradesh Mukhyamantri Mahamaya Garib Arthik Madad Yojana, state Government was providing financial assistance of Rs. 400 per month through its own resources to those BPL families, who were not included in BPL list of 2002 and had not been benefited by any pension or public distribution system scheme.
