Directives issued to keep vigil on jails
Repair of roads dug up for laying sewer and pipe lines should be completed before rainy season

The Hon’ble Chief Minister of Uttar Pradesh Ms. Mayawati ji has directed the senior officers of administration and police to specially focus on those issues which may create situation of law and order. She directed them to get thorough information of their respective areas and keep in touch with local people so that they were updated about the local problems and activities. She said that officers of all levels should strictly adhere to it. Directing the officers to ensure effective implementation of development works and schemes related with people’s welfare, she warned that those showing carelessness in it would be severely punished.

The Hon’ble Chief Minister ji gave these directives when the Cabinet Secretary Mr. Shashank Shekhar Singh and Chief Secretary Mr. Anoop Mishra apprised her of the inferences of the meeting of the senior officers of Government and administration held at Tilak Hall, Vidhan Bhawan here today.
Emphasising the need to maintain mutual coordination between administration and senior officers of police, the Hon’ble Chief Minister ji said that they should guide other officers of division and district level so that they could perform better. She said that several problems could be solved with mutual cooperation and better guidance to the junior officers. She said that if a problem was ignored initially, then there was every possibility that it may become serious later. Therefore, the officers of the districts should ensure disposal of these problems immediately and with full caution.
The Hon’ble Chief Minister ji said that the officers should maintain such alertness always as was followed at the time of the decision delivered on Ramjanmbhoomi-Babri Masjid case by the Hon’ble High Court, so that anti-social elements could not disturb the law and order of the State and the peace was maintained. In this regard, the senior officers should see that no let up occurred at their level too. Directing the DMs and SSPs/SPs of the districts to keep constant vigil on the jails, she said that the influential prisoners put up in jail were unable to take any advantage from the jail because of the strictness being followed by Government and administration. Yet, some districts had to improve functioning of jails of their areas. She warned that no laxity in it should happen.

The Hon’ble Chief Minister ji directed the divisional commissioners and DMs to ensure immediate action regarding pure drinking water supply, sanitation, cleaning of drains and nullahs and waste management in their respective districts. She said that the roads which had been dug up to lay sewer and pipe lines, should be repaired before the rainy season. She said that these works should be undertaken by the same executing agencies, which were laying the sewer and pipe lines. Directing the officers to make district health mission more effective to provide qualitative and effective health services to the people, she said that the food articles should be regularly examined to check adulteration.

Directing the DMs to take effective steps for free pleading by Government Counsels of the cases (pending or freshly filed) of the beneficiaries of U.P. Mukhyamantri Mahamaya Garib Arthik Madad Yojana and BPL card holders, where the Government was not a party, the Hon’ble Chief Minister ji asked them to review its progress every month. Reviewing the progress of the wheat purchase scheme, she said that the officers should ensure that the farmers got its maximum benefit. She said that the wheat should be purchased from the farmers directly and stored in a secured manner and proper arrangement of racks should also be ensured. Keeping convenience of the farmers in view, she asked the officers to purchase wheat from the farmers between 07 a.m. and 06p.m. at all the wheat purchase centres of the State.

The Hon’ble Chief Minister ji has directed the officers to provide basic facilities in Dr. Ambedkar villages by 30 June 2011 after completion of maximum development works. She said that the beneficiaries of Uttar Pradesh Mukhyamantri Mahamaya Garib Arthik Madad Yojana should be provided the money under the scheme soon and any slackness in this regard would not be tolerated.

The Hon’ble Chief Minister ji has directed the officers to verify the beneficiaries of widow, old age and physically handicapped pension by 31 May 2011. She said that the State Government had released the amount of Rs. 20 crore for marriage and disease subsidy scheme, which should be distributed among eligible beneficiaries soon. She directed the officers to open 6 thousand Aganbadi Kendras in the State and said that effective running of these centres should be ensured.

The Hon’ble Chief Minister ji has directed the officers to dispose of the applications under Mahamaya Garib Balika Ashirwad Yojana. Keeping in view the summer season, she said that power supply should be maintained on priority basis for functioning of all pipe drinking water schemes. She also directed the officers to set up new hand pumps, repairing of defunct hand pumps and re-boring works on priority basis. She also directed them to complete tree plantation programme according to the fixed target by launching drive during monsoon.

The Hon’ble Chief Minister directed the officers to start development works by preparing master plan and estimate by 31 May 2011 for development of Bastis selected under Manyawar Sri Kanshiram ji Shahri Dalit Bahulya Samgra Vikas Yojana. She also directed the officers to ensure the quality in the construction of houses to be built under Manyawar Sri Kanshiram ji Shahri Garib Avas Yojana. She also directed the officers to ensure that all the needy persons should get employment at village level in the works being done under MNREGA in rural areas.

Keeping in view, the apprehension of flood and drought, the Hon’ble Chief Minister directed the District Magistrates and Principal Secretaries/Secretaries of concerning departments that all the preparations regarding these works should be ensured timely. She also directed the concerning DMs and Officers of education department to conduct B.Ed. entrance examination properly to be held on 2 June 2011 in 24 districts of the State. She said that maintenance of the roads constructed under PMGSY should be done by the concerning contractor for five years. Afterwards, these roads should be transferred to PWD for their maintenance.
